I didn't get surprised with a new pack for other animals, but releasing a new content for another pack? i've never seem that in The Sims franchise, except for small things like that totem if you have TS3 Supernatural + Seasons.

People requested a small pets GAME PACK (price $20) and now we get a small pets Stuff Pack.

And don't be like "you need C&D for this Stuff Pack" - that is a wrong conclusion... You only need C&D for the new pets clothes. The rest is a full Stuff Pack experience you're used to.

They could have also not added new pet clothes in a small pets pack, but then people would be like "Where are my new pet clothes?"

Actually, the same thing happened with TS3 in the Store, you needed Pets in order to access all content of a store set they released after Pets, I believe it was the Atomic Living set.

The new gameplay content you got was an automatic pet feeder. (You got this one in Cats & Dogs!)

That’s defined as a free pack. Stuff packs are a paid content tier only.

Why couldn't they give us these pet clothes as an update or a free pack?

huh. I'd totally forgotten about this! I guess it is something they've technically done before then.
