Just coming in to say I have that problem too. It started around the vampire patch I think, and even before that it wasn't uncommon to have multiple babies. I'd like to have more families with just one child, without having to throw the second/third child into an orphanage household.
And I know this is a necro, but the bug still persists and this thread has some useful info on reducing the baby number a little bit, so I'd say it shouldn't matter.
