Solved ....I am trying to protest at a nightclub. Is there currently a bug with this?

My sim is trying to protest at a club. He has tried inside and outside and he has tried at 2 different night clubs I clicked on the floor and he has protested, but it is not registering. Is there a bug with this, or am I doing something wrong?
