- I made a mod here which fixes this issue
http://modthesims.info/d/614780 - It's especially weird because the trick-or-treaters do show up in Spooky Day costumes if you have the pack.

If you have a closet on the lot, you can change the outfits of everyone in or out of the household, including guests.
Much as I love CAS, it would be far easier to have the spooky day outfits as an option when I click my sim. Guests I'm not too worried about my sim, yes.
Other options pop up for Spooky created holiday to change in Llama man, cheerleader, maid, princess leia, smuggler and etc, but none from the spooky SP. Thing is I'm not throwing a party when my sim is at their home/apartment waiting on trick or treaters, but the option to change costumes when you click on them pops up for the day.
When the day is over I don't want to really go into CAS to delete it everytime, less I had some really specific custom costume, but I don't wanna see my sim randomly walking around in the costume for the specific day either.
Because I really like the witch and spartan costumes. :) Odd thing is the trick of treaters CAN be dressed in spooky day outfits for the holiday. As seen here a teen running to the house to be gettin' that candy. So, I was pretty perplexed myself that it wasn't a set option for my sim to change into the SP costumes among the ones we have in base game.

When I create a sim in CAS, I always make one of the five available slots in the PARTY category a costume. When I have a costume party, Spooky or otherwise, if my sim doesn't change into that costume, but some random one, I click my sim and change him into it.
That's very good for you, but the problem is the set spooky costumes should also be an option with the other costume options with the costume tradition for those that have the spooky stuff pack. :)
I'd rather not have my sim randomly change into a costume that's only meant for just one event, especially when I'm not playing the household. Same goes for any sim less I'm making a pretty specific costume for them. Changing them out of the costume every time would get pretty tedious, especially if I did it for a lot of other sims. Kinda odd seeing a sims dressed in llama mascot outfits, fairys and what not.
For right now I'll only edit one sim's outfit specifically for the day, because I don't want to go in and edit every sim's outfit. Everyone else just kinda gets a default costume. If there was an actual category for costumes that'd be great.
I actually use all five outfits categories for the sims I play. I can get creative with a costume for the party, but I would like to have the spooky outfits among the other costume choices. - LadyKynSeasoned Scout

I agree, Spooky costumes should be a part of the selection, but even if they added them, chances are your sim would still change into a game generated random costume that you'll want to change anyway.
I try and give my sims a costume that fits their personality. I have a shy nerd that wears a ninja outfit to "hide" from everyone and a skirt chaser who never catches a skirt, that's a pirate. He likes to think he's Cap'n Jack Sparrow.
They don't autonomously change into costumes when the holiday that calls for it pops up. Less you're hosting a costume party where they'll randomly change into whatever, but for the self made Spooky holiday they don't, since it's not a party.
Course, there's a mod for it now (need to test it in game) for the costumes to appear, but I'd like sims studio to fix it, so I can always have one less mod to use. - paradiseplanet27Seasoned Newcomer

Well if it's not a Spooky party, just a Spooky holiday, why would they change into costumes?
Because if you add the tradition to Wear Costumes for the holiday, some Sims in the world are supposed to change into a costume due to holiday tradition autonomy for townies. - LadyKynSeasoned ScoutJust as @paradiseplanet mentioned. :)
So I can't really complete the tradition with changing into just a 'party' outfit because it's not considered a costume. I dunno about anyone else, but I do like my Sim to be dressed for the occasion to be giving out candy at their home, especially with more set choices from a spooky stuff pack. - @Dannydanbo There is a wear costumes tradition that most people use for Spooky Day-like holidays.
I thought the costume options were odd. For toddlers I thought the void critter-like outfits would be options, also the girls shirt with bee wings, but you just get the PJ's and I think a second option I can't remember. It doesn't seem other packs were taken as much into consideration as was said. - As far as I know any costumes should count towards the spocky tradiction during spooky day.

Not everyone owns Spooky Day.
i think that's the point, they do own it ;)
