The "leaked info" about bands originally being made for City Living but not released was false. I don't have any link to where I read it, but I've seen it discussed on the forums a few times.
I don't have any mods or tips for starting a band in the game as it is now, but I really hope we get a pack that adds them. I've been wanting to have my Sims join a band for a while now.
