STILL Don't Have Terrain Tools
I even restored my games. I don't know what else to do!

It should be there. In build mode, on the screen where you choose walls, doors, etc look for an icon of a shovel in a pile of dirt; should be somewhere around the pool & tree icons. That's the terrain tools option.
