STILL Don't Have Terrain Tools
I even restored my games. I don't know what else to do!

When you click on the terrain tools symbol, it should open to show the terrain paints, the eraser tool and the terrain tools. Mine does, I just checked it. I was confused at first because it only shows the shovel symbol where the paints used to be, but by opening the terrain tool, I found the paints as well.
