I personally wouldn't care, or even notice, if someone reuploaded my Gallery content, but in this matter my sympathies are still on the side of people whose content has been taken without credit.
The OP mentioned the fanfiction community -but in fanfiction it is considered basic politeness to acknowledge both the author of the source material, and any fan authors whose work may have served as inspiration. Passing other people's work as your own is not okay in any context, at any age and in any country in the world.
