Pretty sure it is a bug my sim is so attracted to shovelling snow. In the middle of detective job shovelling snow. When managing restaurant shovelling snow. Stop this madness please ! It is very annoy...

The one I hate most is being in a restaurant and the entire staff ( and 1/2 the customers ) go out to shovel snow. They drop all of their ques to do this so you have to reorder everything and hope you can get your food before they do it again. I don't hardly let my sims go anywhere during winter.
