I don't use mods but I always find that if my sim kids go to a park, other kids always come by. When the townies start getting old I just take families from the gallery and put them in my game.
I did try MCCC once but didn't like the results. The game generates some pretty 'interesting' looking sims and when they start having kids together the result isn't always good. Which is why I download some pretty ones from the gallery :D
