Waking up an old thread just to nutshell some of these things. Recently I've been playing a family with a female dog and I've wanted her to have a puppy by another family's dog, so every time she was in heat, we visited them and encouraged her to mate with that dog, and although mating definitely happened, no pregnancies. This was easily ten times.
Then I moved the girl dog into the boy dog's household temporarily and found out that if she's not in heat, no matter how much she mates, she won't get pregnant. But once she was, it took just two attempts for her to get pregnant, after which I could move her back to her own household to have the puppy.
Nutshell: the dog has to be in heat (aka howling hearts all around) before pregnancy is possible, no point in trying to encourage them to mate before that. They'll do it, but there's no puppies. It's like woohoo vs. try for baby. The dogs also have to be in the same household, but it's perfectly possible to send one dog to another household for a brief visit, then bring the dog back, all through the Manage Household function.
Wanted to share this late revelation, since I'm sure there's others who want to have puplets without having both parent doggies in the household.
