I have the sugar skull collection in my gallery. All you need to do is place the room somewhere in build mode. Once placed go into live mode. Select the sim you want to complete the collection and click on their inventory. Now drag the skulls in live mode to the inventory. The game will recognise them as completing the collection this way. You will have to drag them in live mode for this to work :D Hope this helps you, happy simming ;)
