I don't *think* this is true? But anyway, if you have GT you could throw him in a few clubs which are set up to meet at whichever venues you'll be visiting. Setting one of the rules for romantic interactions might further achieve your goals.
In my save I keep a "master" sim who has a relationship with everyone in the world and can introduce people to each other or get people to show up in the same place when I want them to. But this only works for me because my playstyle involves a rather static world. The club thing might be a better option for you.
