Surfer frogs super rare?

I have a sim who I decided to actually try to complete the whole frog collection with and...it's freaky, but I have ALL frogs, except absolutely none of the Surfer frog tier. As in 0, which means I ...

I get surfer frogs every once in a while but I don't remember specifically how or where. Sorry.
