It's actually 5 frogs! The whole surf "tier" for all 5 different varieties of frogs. I'm missing all 5 of them: Surfer Leaf, Dirtsurfer, Surfer Eggplant, Heartsurfer and Sunsurfer. I've collected so darn many frogs, and not gotten any of those even once. :(
Carl mentions that Sylvan Glade is good for the rarer frogs in general, but I haven't had luck on the surf frogs there yet. Though I will keep trying.
I also tried in Sulani because...you know...Sulani and surfing seem like they would go hand-in-hand. :lol:
