For teens, the fastest way to increase empathy is to have them volunteer (it's under travel, I think). Children can play with the doctor set. Toddlers (and kids) can also be taught to say sorry.
You can also wait for the ask for advice chance cards, but you don't get to see what you're increasing until parenting skill 4 or 5, and the older the kids are, the slower parenting increases.
