Terrain Tools patch SimGuru/Maxis-Sourced Info

Do you mean side by side? Then no. If you mean skip level 0 and put the basement right under a lowered level 1 then I think you almost can but it will need a small gap between the floors, but you can probably still join them with stairs, just that the stairs will be going past an open gap
