Penthouses can now be placed off the ground in other worlds thank goodness. There is some in our libraries if you have City Living. Just raise the ground way up.
In TS3 you could make waterfalls and ponds with tereforming tools. Waterfalls could run down a mountain you create. I'm betting we can do the same with TS4.
TS4 didn't appear to have the pond tool :\
