I use this mod from littlemssam called "Better Butlers" that fixes the butler issue: https://littlemssam.tumblr.com/post/175405054223/better-butler-and-hire-more-butler-adjusts-the. I think the butler is currently broken in game, especially since he doesn't do anything I instruct him to do, he just stood there before I installed this mod.
