The Cold weather tagging needs serious improvement

The issue I had was my sim would be wearing shorts and t shirts but not from the hot weather category and she would complain of overheating. I wondered if you put your sim in a coat not from the cold category, do they complain of being cold?

Why are there so many costs and jackets not tagged for cold weather? Strange.
