The Cold weather tagging needs serious improvement

The game doesn't use "Cold Weather" for anything but going outside when it's cold. Those aren't outfits I want to see Sims not freezing in unless I've chosen to make it so, which works for anything I override the tag for and place in a Sim's cold weather slot.
