The community builders are actually not allowed to use MOO in the builds that end up in the game, and there are other rules they have to follow as well, as explained in their videos, but some try anyway and get away with it. In this case, however, the builder didn't use MOO in these rooms because, as I said in my above post, if you look at the rooms in their default state, nothing is placed against the walls that don't allow it.
That was a hard rule, but both there are obvious examples in both Snowy Escape and Eco Lifestyle for example where there is no possible way to put objects the way they are without MOO.
