I have to agree that men get the short end of the stick when it comes to CAS items, even with CC. Yeah men in general might not care about fashion as much as us women do; but that doesn't mean they don't like having choices or have no personal style either. Some actually do care about their looks a lot (especially within specific subcultures).
Sure we have that option in the game now to use any hair or clothing in game for any sim; and while some it works nice for all as it seems like just about anyone can wear them; not all of it does or works out for male sims. Some tops and other clothing just look awkward at times as they were originally meant for females especially and you can clearly tell (some outfits make males look like they have melons. Trying to keep it pg and not break forum rules; but I think everyone knows what I mean. Also I don't know many men that would wear skirts or dresses expect for a few who do, so that also limits some of male player's choices unless they are fine with that or that is what they are going for. There aren't even any kilts in the game).
I think they should have a bit more content aimed towards male sims in the game at least.
I have tons of sims myself, including plenty of male sims who aren't into the hipster style (which seems to be the most common style in the game);but going for another style so I always have to look for CC to see what I can give some of them. Some are more rockers, and goths (just waiting to be able to start a band in the sims), so it is hard to find clothing and hair that can work for them. Sometimes things work out and can use hair and clothing that was originally for female sims and fits some other sims and works out well; but still a bit lacking and many end up starting to look the same. Especially random townies. They often have a habit of wearing the same hair and clothing.
