It was a thing in Sims 2, but they could only conjure storms for evil witches and clear skies for good witches. In Sims 3 all they could do was cause bewitching rain which was just green rain that made Sims dance.

I don't know why there weren't any season related spells added.

I wish mermaids would have had the ability to conjure snow and blizzards but for some reason they don't
