I suspect a lot of people lived across the street from her as their first home, and early in the game's lifetime it would have neighbors come by incessantly, and Eliza was a lot more available than Bob so she stalked your Sims pretty hardcore. Also if you let her in she'd start cooking and maybe burn your house down with her low skill (Sims don't cook on your lot when visiting now and the chances of fire have been lowered as well, IIRC).
