The Sims 4 isn't a cheap game. You can spend a few hundred dollars and still not have all the DLC. If you love the game enough and spend a ton of hours playing it, then it's likely worth it to you. Keeping you PC up to date is part of the cost of playing PC games you like, especially one like The Sims 4 that continues to get bigger and more complex with all the content that gets added to it.
32-bit systems can only use about 4GB of ram, which today is nothing. Even 8GB is basically the bare minimum a PC should have today. 16GB or more is recommended. It might feel unfair that 32-bit users won't get any further updates or content, but it's even more unfair to hold the game back from continuing to improve.
For those that don't feel like they have the financial means for an upgrade, consider this: A new PC that can run The Sims 4 far better than your old machine can will cost you less than if you bought all of the DLC the game has out at this point.
