If it was necessary, or just not profitable enough. A bigger server costs money, postponing costs money, if they have doubt the project will be profitable enough, they may want to modify it instead. If they can reuse some of the work already done and save money, they may want to do it too. We know that it was online multiplayer in early 2012, and offline single-player in May 2013, which would logically leave between 1.3 years and 3.5 years of development. Keep in mind that adding offline may very well have happened before the removal of online too, devs have talked about a version that had both online and offline at some point. Considering Blizzard (who aren't known for being quick) managed to turn Titan into Overwatch in a bit more than two years, after 6 years spent on another version, I think Maxis doing something comparable in a similar time frame definitely sounds plausible.
