The Sims 4 worlds are way too small !!!
The two pictures that are below show the two towns coming with the sims 4. Willow Creek http://i.imgur.com/fqJBIY9.png As you can see the number of lots in all is 21 lots with 5 community lot...

There are 5 residential lots right?
So your 1 sim family has 2 kids, and they move out, that's 3/5 lots used up. So you need at least 1 child from the other lots if your 2 sims will find a mate. Then hope grandma & grandpa die off quick because the 2 sims you had now have twins each that will need homes.
And you will say but what about the other neighborhood? Ok sure, but that only brings 5 more house lots. And forget about Legacy Families.
Think about it, you sim kid could wind up with only a few friends and/or marriage stock :?
