Something else I noticed is that you probably can’t play as Erwin (red haired boy that owns the curio shop) because he is kind of a part of the story, which I feel like takes aways from my gameplay and the sims is supposed to be our story.

Because people keep buying packs that they know they won't like. I saw so many comments on multiple reviews here saying "Its not something I would really like, but I will still get it", despite seeing several reviews saying that the "mystery" was poorly executed.....devs produce content based on numbers and unfortunately they know that so many people will buy it despite not liking it very much. Until people make a dent with their wallets they will continue to produce more of the same.
In several official polls made by the devs, Farms (with horses, crops, and other livestock) and occults won for preferred gamepack by a HUGE landslide and yet they still made this. This was made because of Grant....Two years ago he said he wanted to make this pack and 2 yrs ago the vast majority told him they wouldn't be interested in it and he STILL went ahead and spent money, time, and resources to make this pack......things won't change unless people just don't buy these things.
