I had no idea this was a thing either since I almost always play in offline mode unless I need to upload something to the gallery for a contest. I normally just delete any townies I don't like/want, modify the ones I do want to keep and/or just make my own. Dealing with townies this way though will save a lot of time in CAS and in Manage Households. Thanks so much for pointing out this feature! \o/
