Unless you want the campus life of the groups, parties etc I’d advise living in a residential lot as some other posters have said it’s so much easier. I’ve actually turned some of the city living apartments into a “student dorm” it seems to work well the sims go to classes on time, there is noise from neighbours although it’s annoying it gives it that more realistic student dorms vibe and you can place a cooker in the apartment too. I added random townies and enrolled them in a uni course and then ignore them so my sim has student flatmates or there is the roommate function you can use.
I did that too. Those small houses I enlarged and they became large enough for 6 students and two adults to look after them, with cooking meals etc. They had a study on the second upper floor, with 6 desks and laptops, each secured for one of them only and toilet nearby. It worked like a charm. Three simple added bedrooms for two students each.
They all had their social needs filled at lunchtime and they all went out as a group, to the Library and in winter I found the skating rink included with it so they had fun too.
I can recommend this way, rather than the Dorms. Their adults could also vote for Eco Lifestyle repeals via the postbox and the young adults got better scholarships, as they were living in the world after posting their University requests via the postbox outside.
