I would have a routine to meet their needs every morning/night or whenever necessary and lock them in a playpen type thing or a room while your sims work. I know that sounds bad but my sims both work fulltime from home in a tiny apartment with a toddler and a puppy so after the morning routine the toddler and puppy go into her bedroom and play together (and both of them have toys in there) and they play for a few hours, take naps, and play some more until the late afternoon when my sims are finished working. I keep the bedroom door locked so that my sims arent autonomously interacting with them while they are working. They are opening a vet clinic soon and i am planning on using the office as a play area for the toddler and i will have that door locked for "playtime" while my sims see patients.
Im not sure how you built your playpen but build one that they cant get out of with a lockable gate or something. You could even build an outdoor playpen if you want them to be in view of the parents while theyre gardening.
Your morning and night routine can cover feedings, changing, bathing, etc. And you can even schedule a few hours for parents to play/teach the toddlers either during a "lunch break" or in the afternoon if they finish work early enough.
Schedules always keep my sims chaos free!!
Also, my sims had their toddler with a 2% chance of pregnancy!! Hahaha. I play with custom lifespans and keep track of their actual ages and my sim had her first bf at 19.. and boom pregnant! Shes 21 now (baby is almost 2) and they just got married but my plan was to wait until she was higher in her career, married, and 24 or 25.. i love how mods help the sims resemble life so realistically lol!
