I can totally relate to this!
Sometimes, when I spot a NPC teenager I'm suprised she/he is a teenager.

And that's why I have made a lot of teen sims by myself and moved them in to the world.
For me it's the same thing what other simmers say: making sims with outfits and hairstyles that look more teenager for you.
