The ball pit complaints weren't because the idea of a ball pit was bad. They were because the graphics of it were abysmal (they've been fixed a bit since though still not all that well).
And yes, looking back at the pack *now*, it doesn't have basic toddler items. But at release, it added gameplay for toddlers that wasn't already in the game. Had it been mostly toddler beds, bookshelves, potties, high chairs, there would've been a MFPS level uproar of "why wasn't this in the BG update?". The timing of a release does matter.
What I think is a bigger problem is that toddler (and baby) items have been notoriously absent in packs released since then. As others pointed out, EL is the first pack to have a new toddler bed, we still only have the same base game beds and potties and high chairs. There absolutely should have been those items in GF, C&D, IL and maybe even DU, as well as game packs.
Should the pack have been called Playtime? Sure, why not. I believe it would've sold the same as it does now because what it does is offer new things for toddlers to do - outdoor play, ability to add toddler activities to community lots, playdate events.
Technically, everything in every game (not just Sims) could be more or better. With TS4, the devs mostly just need to stop forgetting about toddler build/buy.
