People were still buying expansion pack and store world for Sims 3 even when they released create a world tool. And those store world and official world was pretty well made, beautiful, and good premade with backstories, I'm not really sure why they don't do it for Sims 4, as that will help everyone with the fake house getting more and more invasive.
