and ever since day one, random tourists would walk up to stand next to a pole outside and take pictures through the window into her living/dining area. the tourists are easier to notice if you're on a ground floor lot (two in spice district, one in art quarter, one in fashion district) and i don't believe they actually go to uptown, but may be remembering wrong
As someone who lives in the city quite exclusively most times in most saves, I see these horrid abominations of attire called tourists everywhere. They're in
every city neighborhood (including the park area) and do everything mentioned here as well as looking like they're taking photos. It's always been a common sight to me.
