You're right, it wouldn't necessarily have to be tropical. It could be fun to try a different beach location to make it different from the sims 3. I'd be down for that.

Swimable beaches do not have to be tropical
If they choose to focus on scuba diving, the Sim's version of the Great Barrier Reef would be an excellent choice.that's a bit too tropical.
The Abrolhos, off the coast of south western Australia would be a better source of inspiration.

They need to take the unexpected path, when developing new packs. Don't do exactly the same things that have been done before. Have an island pack based on the Outer Hebrides. Have an English seaside holiday pack. Have a Greek islands cruise pack. The tropics have been done, it's time for something new!
