I found the problem assuming the stuff is not randomly assigned. Thorne in my game has perk fan favorite strike pose, he also has quirk of paparazzi Darling and Dain, they all reinforce the perk fan favorite. Just celebrity cleanse the sim and set the perks you want.
I don't know if that clears the quirks.
