Unable To Marry Fiance From Selvadorada

I'm not sure how high the romance bar was, but if it was all the way up and still no option for engagement and move in then its prob a bug. There was a really nasty bug going around where no matter what you did your sims couldn't get engaged, it was bizarre. A modder did fix it, but I think EA may have fixed it in a patch as well, I don't remember. I would try what @Kita5399 says and see if that helps ya. Let us know how it goes :smile: .
