The other important detail involving underwater residential lots is that they are underwater. Any sim that isn't a mersim would naturally run into difficulties living on these lots. I would imagine a human sim would need to build a house similar to subnautica to survive in that environment. That would mean potential steam punk items for non-merfolk and merfolk alike. There may be a need rooms that are underwater but not full of water.
However, I'm thinking about a world similar to the Forgotten Hollow, only underwater and for merfolk.
Because everything will be underwater, merfolk would have a maxed diving skill similar to the Sims 3, but human sims would have to dive into this world. Friendly merfolk might actually have a reason to use the Mermaid's Kiss that helps prevent drowning. Human sims that decide to live underwater without being a mermaid or merman would have some trouble living outside their environment. I don't think that would be terrible because the environment is better suited to merfolk to begin with.
