Each university has a student center which has a cafeteria worker/object. Those are only open at set times, but you will also find a coffee and snack cart (also outside the student center) that is not open all hours, but is open much more often than the cafeteria. Other food carts sometimes appear on the quad during special events.
You cannot add a stove to the dorm, but you can add a mini fridge and pop a microwave on top. This will give you access to quick meals. It's been a while since I played University, but
I believe you may need to add those before you move your student into the dorm, at least if you are adding them to the common areas (can't remember about the student's own dorm room). Your dormmates will often bring cooked items home with them (far more often than you'd like, probably, it tends to be a bit out of control). This is another good reason to have a mini fridge, as you can take the items they've brought in and add them to your own sim's fridge for later.
