Yes, you can cheat up a Sim's career 'rank. Without mods. That will unlock it. You can then cheat their career rank back down afterwards too if you want.

Shift Ctrl C to open the cheat command prompt.

Put testingcheats on then Enter (not sure if needed, but just to make sure, may as well)

Then: careers.promote name of career. Example: careers.promote painter

You will have to do it for each level or rank.
