Well, they don't get married or have children on their own. The player has to make it happen, so this shouldn't be an issue in your game. Why worry about what other players do in their games? And why take it away from them because you don't like it? I don't believe it creates difficulties. The way it works now, a new NPC is created when the original is no longer available.
At first I thought you were going to say fix Father Winter so he only shows up during Christmas/Winter. That's a fix I can get behind. :)
