She could be bugged and that's why she is staying on the Lot. You could try resetting her using 'ResetSim SIM NAME'. It is my understanding that it is not classified as a cheat so if you're playing on console it should not interfere with any achievements or trophies. It won't remove her from the Lot but if she is bugged it should fix that so she might leave eventually. :)
