I just recently finished a project where a household bought every electronic, plumbing and appliance object available in BB and upgraded them all with every upgrade and did not once see this issue. It sounds like some kind of mod issue to me. I'd see what happens with all mods removed from the game and use the 50/50 method to figure out the problem.
