If I'm understanding the OP correctly, it seems a lot of people are missing the point.
Yes, it's a game.
It's a game which deliberately put in endangered fish in an EP, with penalties for catching them. Then in another EP, you are required (if you don't turn off the option) to use an endangered fish for a recipe. It has to be deliberate on the devs' part but I will admit it's a point that would have gone completely over my head. Maybe they're trying to raise some awareness of the issue of overfishing tuna without being too in your face.
Whatever, it's amusing if nothing else. A small detail which is easily overlooked.
