That's the reward for keeping the floor pristine. An alternative reward should be sought otherwise the kit is not worth the money.
Except that your sims will be constantly inspired 24/7 since it's a permanent buff. Nothing wrong with making it a buff that comes and goes every now and then and fades.
Besides, there already is a reward, you get better skills or romance or something like that. No need to be inspired too 24/7
