Was Open world really that bad?? Could it be made to work?

Personally I would just like at minimum the area your in to be unlocked so if I went to a festival at city living I could also go into the lot nearby e.g the bar or restaurant, so you could visit nearby neighbours in your area and you can always visit the park in the world this would mean less lag than the whole world unlocked
