Well, these "issues" are what make sims 4 the sims 4 basically.
If you don't like emotions affecting your sims, if you prefer goal oriented wants (woohoo ten sims, paint 10 masterpices) over little lifestyle whims (flirt with somebody, read a book, walk the dog), if you want your sims to have a locked lifetime want instead of working on different goals, and if you want more obvious and over the top traits, the sims 4 is simply not the game for you.
Sims 4 truly has some issues with all of this, but beeing it's own game is not an issue. Traits, whims and aspiration could be improved, but I would like them improved in sims 4 style. We have sims 3. It exists. It runs on win 10 and sims can be pretty with good defaults. Sims 4 doesn't have to copy sims 3. I don't understand why some people act like sims 4 killed sims 3 and now has to be its clone to make up for it. True, sims 3 has a terrible optimisation issue... and many players simply can't play sims 3 because it's unplayable on their PC but sims 4 runs ok. But it's a sims 3 fault.
About the "evil" thing in the game. In sims 4 there is at least 7 ways for sim to kill another sim. In sims 3 you can steal candy. The way I feel sims 3 is childish, cartoony and cheerfull at its core and Sims 4 is quite dark under the sugar coat. Both styles are ok with me, I love sims 3 for beeing sims 3 and I love sims 4 for beeing sims 4.
