See that is one of the two hairdos available for children that can make a Sim look diverse. I hate to say it, but majority of hairstyles for the base game are for pale looking Sims. If we want to make more diverse looking Sims the hairstyles and default ones don't favor the more diverse look. But it's nice GTW introduced more diverse hairstyles at least. I guess we just have to wait for a travel EP to get more diverse looks.
Hair or not, I still think they got race very right this time around, more so than any other version. I'm not saying that redeems the game but it is one of the few things I think they got right.

There are way more flattering ways to make all kinds of sims now. Most of all those more options you had in TS3 you didn't use anyway because they would also give you cartoon exaggerated results.
